AGENCY: Food and Drug Administration, HHS.
ACTION: Notice.
SUMMARY: The Food and Drug Administration (FDA or Agency) is requesting that any consumer organizations interested in participating in the selection of voting and/or nonvoting consumer representatives to serve on its advisory committees or panels notify FDA in writing. FDA is also requesting nominations for voting and/or nonvoting consumer representatives to serve on advisory committees and/or panels for which vacancies currently exist or are expected to occur in the near future. Nominees recommended to serve as a voting or nonvoting consumer representative may be self-nominated or may be nominated by a consumer organization. FDA seeks to include the views of women and men, members of all racial and ethnic groups, and individuals with and without disabilities on its advisory committees and, therefore, encourages nominations of appropriately qualified candidates from these groups. DATES: Any consumer organization interested in participating in the selection of an appropriate voting or nonvoting member to represent consumer interests on an FDA advisory committee or panel may send a letter or email stating that interest to FDA (see ADDRESSES) by [INSERT DATE 30 DAYS AFTER DATE OF PUBLICATION IN THE FEDERAL REGISTER], for vacancies listed in this notice. Concurrently, nomination materials for prospective candidates should be sent to FDA (see ADDRESSES) by [INSERT DATE 30 DAYS AFTER DATE OF PUBLICATION IN THE FEDERAL REGISTER]. Nominations will be accepted for current vacancies and for those that will or may occur through December 31, 2021

Here in the UK the term User Stakeholders is used for people who volunteer for such posts. A User is anyone who uses the organization’s product or service and as such, automatically has a stake in the organization’s performance. My experience, covering about a decade of User Involvement is that the real desire to involve Users is simple to be able to add to reports and press handouts etc., that the organisation’s policy changes etc., have also been warmly, and unanimously approved by all User Groups.
In reality, User views in health care are completely dismissed if they don’t line up with what the organization wants to do. When salaried committee members finds a User committee member has the audacity to point out logical fallacies and other such nonsense too often, in the justifications put forwards for (say) changes in the practices of the organization, the User soon gets sidelined. Still, these organizations seem to have no trouble in getting volunteers who think they are doing something important, for it is often the first time they have been ‘privileged’ to be on a committee and see their name appear in the Minutes. This leads them to vote with whatever is the majority view, so that the feel ‘they belong’ to the winning side. Volunteers (especially) from professional backgrounds, who know how to stand their ground and drive their points forward, soon tire of the charade and leave.
Therefore, I think the one line missing in the FDA advert is: Only useful idiots need apply.
