Letter to HHS Secretary Azar on Contradictory Vaccine Safety Positions Held by HHS

62D0DF49-7658-4D46-A9C7-6A63E8F4981Dby Ginger Taylor, MS

Did you know that the Secretary of HHS, Alex Azar, holds FOUR different opinions on the question, "Do Vaccines Cause Autism?"

I decided to write him a letter about it:

"November 11, 2018

Dear Secretary Azar,

I am the mother of a vaccine injured child, and I am looking for an explanation as to how four of your departments within HHS can hold four different positions on the question: "Do Vaccines Cause autism?"

At present, as the US Secretary of Health and Human Services, you currently hold four incompatible positions on the relationship between vaccines and autism in the four different departments that you manage and that contribute information to the public on vaccine safety.

In answering the question, "Are vaccines linked to autism?" Your responses are:

The Health Resources Services Administration's position is: Yes.

David Bowman, a spokesman for HHS’s Health Resources and Services Administration commenting on a case of vaccine encephalopathy and autism responded:

“[Vaccine Induced] Encephalopathy may be accompanied by a medical progression of an array of symptoms including autistic behavior, autism, or seizuresi.”

The Food and Drug Administration's position can be summed up as: Maybe sometimes.
On the FDA approved Tripedia vaccine insert:

"Adverse events reported during post-approval use of Tripedia vaccine include idiopathic thrombocytopenic purpura, SIDS, anaphylactic reaction, cellulitis, autism, convulsion/grand mal convulsion, encephalopathy, hypotonia, neuropathy, somnolence and apnea. Events were included in this list because of the seriousness or frequency of reporting. Because these events are reported voluntarily from a population of uncertain size, it is not always possible to reliably estimate their frequencies or to establish a causal relationship to components of Tripedia vaccineii."

The National Institutes of Health's position can be summed up as: Probably not.
While NIH has not responded to my request for an official position statement on the matter, Dr. Francis Collins wrote on June 13th of 2017 in his NIH Director's Blog, in a post entitled Autism Spectrum Disorder: Progress Toward Earlier Diagnosis:

"Research shows that the roots of autism spectrum disorder (ASD) generally start early—most likely in the womb. That’s one more reason, on top of a large number of epidemiological studies, why current claims about the role of vaccines in causing autism can’t be rightiii."

The Centers for Disease Control and Prevention assert: Absolutely not.

On their page on the relationship between vaccines and autism:

"Vaccines Do Not Cause Autism."iv
"There is no link between vaccines and autism."
"Vaccine ingredients do not cause autism."

This position, which contradicts its three sister agencies, is only made more untenable as the Director of the CDC's Vaccine Safety Branch, Frank DeStefano, told reporter Sharyl Attkisson in a recorded interview when asked if vaccines can cause autism that, “that is a possibility. It’s hard to predict who those children might be, but certainly, individual cases can be studied to look at those possibilities”

DeStefano, the man responsible for the CDC's public position that, "Vaccines do not cause Autism," "there is no link between vaccines and autism," and "vaccine ingredients do not cause autism," admits not only that it is possible that vaccines do cause autism, but confesses that the has never completely looked to see if vaccines can cause autism. Further, his own research has found at least three different links between vaccines and autism, on a population basis, that he failed to disclose to the publicvi vii.

Agencies that report to you therefore hold multiple and mutually exclusive opinions on this same subject. This should be enough to trigger a systematic review of the information each agency is using, what biases are causing this wide range of positions, and whether or not bad faith motives and actions are in play.

Further, both NIHviii and CDCix, are multiple vaccine patent holders, which is not disclosed to the public at the point of sale, but can only be discovered by digging through patent information on the internetx. HHS, while posing as an impartial agency to research, regulate, and recommend vaccines via NIH, FDA and CDC respectively, and as "vaccine court" via HRSA to determine vaccine injury causation in individual consumer claims, is robbing the consumer of informed consent by failing to disclose that it is a profit partner in the very shots they are allowing to be administered to themselves or their minor children.

But even beyond that, these vaccine safety statements (save Bowman's) ignore more than a hundred research papers that demonstrate multiple links between vaccines and autism, and the mechanisms by which vaccines and their ingredients can cause autismxi, as well as at least 83 documented vaccine-induced encephalopathy with autism claims paid by the Vaccine Injury Compensation Programxii.

Because of the 1986 National Childhood Vaccine Injury Act that has circumvented the 7th Amendment rights of Americans to sue for vaccine injury and death, the program has become vastly corrupt, as public oversight was removed, Congressional oversight legally required by the 1986 Act has not been exercisedxiii, and Administrations over the years have both ignored and advanced the corruption. Your predecessors actually facilitated the fraud, teaching physicians falsehoods about the safety profiles of the products that they were pushing doctors to administer, and withholding from them the education that they needed to prevent injury in their patients, and to recognize and treat it when it occurred.

That is the broken and dangerous system you have inherited, and are now accountable for.

If you choose to leave the system and it's fraud in place unassessed and unreformed, then you too join them in making the medical professionals who believe they are serving the health interests of their patients into men and women engaging in "wicked" acts, because you have chosen to pay attention to falsehoods.

While what I have written to you above is the simplest simplest description that I can offer you of the corruption burden you are now holding, the fraud runs deep, as it would have to in order to stay in place. So as to not give you a lengthy reiteration of all of the serious problems that need to be addressed in this letter, I am including a copy of a piece I wrote for the Johns Hopkins Journal, Narratives in Bioethics, for their issue published in January of last year on vaccine choices. It is entitled, “Families are Under No Obligation to Put Their Children at Risk By Participating in the Corrupt Current US National Immunization Programxiv,” and it enumerates the vast and serious unaddressed brokenness in vaccination in the US. It is my public statement on why we will no longer participate in the US National Vaccine Plan.

To say that this program, and the deception it represents, has harmed our family would be an understatement. Our son suffered two serious reactions, neither of which was recognized or treated by our pediatricians, and which have resulted in brain damage (and an "autism" diagnosis) that we have been left with the responsibility of treating ourselves. We did this without the help of the medical establishment that harmed him, and paid for his medical treatment out of our own pockets.

America’s vaccine program harmed our son, and is still actively preventing him from even being assessed for a vaccine induced brain injury 14 years after it took place. As it has done to untold thousands of hurting families with harmed loved ones who cannot get proper care and support.

Every day that the fraud in this program is left unaddressed, more children are being needlessly harmed as families are denied their right to true informed consent on vaccine safety.

Additionally, I want to give you a picture of what these harmful policies are doing at the state level. In 2015, in Maine, families that wanted to retain their right to vaccinate their children as was their personal choice, were under attack. It was at this time that these three bills were introduced to restrict and remove their right to school vaccine exemptions. In response, we introduced our own bill, The Maine Vaccine Consumer Protection Act, that would, among other things, require that physicians and medical professionals be mandated an education on vaccine risk, injuries, contraindications and adverse outcomes via the vaccine package insert and the HRSA Vaccine Injury Compensation Program Table. The results were stunning.

Physicians and medical professionals opposed the bill with nonsense answers. They didn't even know what the Vaccine Injury Compensation Program was, and confused it with the Vaccine Adverse Events Reporting system. Their testimony proved that they knew nothing about federal vaccine safety guidelines, and don't even know enough to cover up that they don't know it. They did not know of the existence of the program that was implemented to replace vaccine injury liability, and provide support and care for their vaccine injured patients. There is no way for the VICP even have a pretense of functioning when a state chapter president of the American Academy of Pediatrics does not know it exists.

We went farther, and reported our largest state medical provider to the Maine Department of Health and Human Resources for making fraudulent vaccine safety claims, when they stated on Maine Public Radio that several vaccinated v. unvaccinated studies had been performed and found no difference in autism rates between the two groups. No such research exists. The state replied that they found no reason to inspect a facility, and simply closed the case.

I have attached the summary of our findings, entitled, "Maine Immunization Program Safety Gapsxv," which include descriptions of these, and several other actions we took that demonstrate that open fraud and malpractice can be practiced in regards to vaccination, and there is no way for members of the public to address them through any official channel.

Finally, while no help is offered to us, what families like ours are given for reporting our children's vaccine injuries, need for care, and even health and functioning improvements via alternative medicine (paid for out of our pockets) are insults. To advocate for vaccine safety and program reform means that you will be called, "anti-vaccine," "anti-science," "delusional" and a "danger to society." Vaccine injury families are the last group in America that it is OK to mock, ostracize, demonize and harass.

This second class citizen treatment is justified by those who perpetrate it because The Department of Health and Human Services allows the lie that, "Vaccines are safe," to continue to circulate, despite the fact that it is the position of all three branches of the US Government that, "Vaccines are unavoidably unsafe."

Mr. Azar, I do not envy your position. It is likely that you yourself have been a victim of this fraud in your own work, implementing vaccine practices which you believed to be science based, while being deceived by those who came before you in this arena. Most of the physicians who have come to understand that the risk in the vaccine program was much higher than they were being told have experienced a great deal of emotional difficulty facing the painful truth that they were being used by those whose agendas were those other than the health of patients. Parents who only have one or two children that they unknowingly allowed to be put in harms way, experience a great deal of suffering. Doctors and public health officials who did so for hundreds or thousands of children, sometimes much more so.

Further, we all know that the ship of state is difficult to turn, and a program this vast will not change with ease, but it has to be done. Fortunately we have a President who understands that there is a problem to be addressed and made that clear in his campaign. So I hope that you will begin to focus there now.

Our family needs relief. We have suffered a great deal, and we want it to end. Fiscally and morally responsible ways to address this issue are available because our families have searched for them. I stand ready to help you end this abuse of power that is destroying families and decimating our children.

I will be extremely happy too if Trump does something for the cause of vaccine safety or at least choice. I feel he lost time before the midterms and his tweets about horse face, slobs and losers don't inspire my confidence in his leadership ability. This is a serious issue to me and so far I have not been impressed. Time will tell.

@Bob -

Cool! Thanks for sharing. I'll be curious to see how this works out from a legal perspective. Like I said, I'll be happy to eat my words of doubt.

I'm in favor of anything that reduces the epidemic of autism.

bob moffit

Just had following article by Kent Henckenlively forwarded to me from another site .. and .. sharing it with our AoA community .. most especially those of us who continue to HOPE that President Trump will eventually act in our best interests regarding vaccines.

If this article "PRESIDENT TRUMP DROPS NUCLEAR BOMB ON VACCINE INDUSTRY" is correct in it's conclusions .. HOPE IS ALIVE AND WELL …..

@ Someone

"Personally I believe anyone placing their hopes in Trump at this point is verging on delusional. The idea that he has this perfect scheme set up behind the scene is very out of character with his way of acting in office.'

No one .. not me and certainly not Trump .. has ever suggested or even implied he has a "perfect scheme set up behind the scene" regarding vaccines .. as it WOULD .. INDEED .. BE DELUSIONAL TO BELIEVE THAT.

My friend you are quite welcome to express your own disappointment and frustration that Trump is the President of the United States .. however .. like it or not .. I personally agree with Ginger's closing statement .. which did not include ANY veiled suggestion or implication she believes that Trump has a "perfect scheme set up behind the scene":

"Further, we all know that the ship of state is difficult to turn, and a program this vast will not change with ease, but it has to be done. Fortunately we have a President who understands that there is a problem to be addressed and made that clear in his campaign. So I hope that you will begin to focus there now."

I agree with Ginger wholeheartedly .. FORTUNATELY we have a President who finally UNDERSTANDS there is a problem to be addressed .. which we have not had for DECADES in our country. There is NO HOPE if there is no recognition that a PROBLEM EVEN EXISTS.

That alone is where I embrace Jesse Jackson's wise advice to "KEEP HOPE ALIVE".

Is tripedia a vaccine that is still on the US market?

Well said. I can only hope that Mr. Azar would listen. Not likely, but at least it's possible.

I personally think anyone placing their hopes in Trump at this point is verging on delusional. The idea that he has this perfect scheme set up behind the scene is very out of character with his way of acting in office. But that is just my opinion. Maybe I will be pleasantly surprised. But it doesn't look like it. To me, he is the swamp and happily swimming in it.
Moving on I do think the website and del bigtree and others are getting through to the general public which will eventually reach a critical mass like protests against the Vietnam war. Keep talking and writing. It is working.
On that subject, the New York Times has a one sided story about measles today. I would like to strongly encourage the articulate and informed readers of a of a to post in the comment section pronto. Ginger please post!! It reaches a lot of people and the comments are very lopsided.

Hi again, Bob. And Grace. I respect you both. Just to answer both your questions, and then I promise this will be my last word on the topic.

Bob - You asked if I could name ONE politician. Well, yes, Jill Stein. When she ran as a member of the Green Party, she questioned vaccines and mandates and corporate influence at the FDA/CDC.

And I would place hope in Robert Kennedy, too, if he ran for office.

Bob - Yes, I'm disappointed in previous presidents - and in both parties. I am furious at the lack of action on autism at every level. I see you still have hope in Trump. I don't get why, since it seems to me that he has had plenty of power to do something about the autism issue, and he certainly has an influential Twitter voice. I don't understand why people who have power to make a difference, and who don't do anything, aren't held accountable. With the changes in Congress after the mid-term elections, I also fear that Trump lost the window of opportunity.

Grace - you counsel patience and picking one's battles. I see your point, but I don't see that any battle at all has been picked. And for something this important, I think a battle should have been picked by now. What exactly is Trump waiting for? Seems that for two years he was in a pretty good position to do something.

But hey, I don't know everything, I'll admit that. Maybe change could happen tomorrow and Trump will justify all the hope that people have placed in him. If so, I will happily eat these words. It's just that, according to SafeMinds, 176 kids are diagnosed with autism each day. While Trump has been in office, that's close to 130,000 children. And that's just autism diagnoses, not all the other neurological diagnoses related to vaccines. So I feel there's some urgency here.

bob moffit

@ Aimee

"Are you saying Republicans don't have any power - even when they control all three branches of government and there are Trump appointees in place at each major federal agency? You asked who would subject themselves to work in the administration - well, it looks like plenty of people do."

Really .. do YOU know how many people turned him DOWN? Please let me know if YOU do .. because I have no idea who may have been approached to serve in his administration and turned him down.

Aimee .. I get it .. you do not think Trump is doing all he can on our issue .. and .. believe it or not .. I share your impatience as well .. however .. name me ONE politician, just ONE .. BOTH PARTIES .. over recent DECADES .. since the VICP legislation was passed .. that has satisfied YOU in using their "bully pulpit" or "powers of the office they hold" .. that has even suggested our disastrous vaccine policies require critical re-evaluation at the highest levels of government. Just ONE?

In any event .. I am truly sorry you disagree with me and you are so disappointed in having Trump as our President .. but .. he has been in office about two years .. and .. as I said .. speaking for myself only .. in MY humble opinion .. he remains our only HOPE going forward. In fact .. I cannot think of a single politician .. in BOTH parties … that I could have similar HOPE in going forward. NOT ONE.

Who would YOU place YOUR hope in?

Grace Green

I'm a pacifist, but I'm going to use a military metaphor. In order to win a war, you have to pick your battles carefully and in the right order. You have to pick off the outliers, rather than ride full tilt at the opposing forces, you might even be able to ambush the enemy, depending on the circumstances. I don't know the USA political system very well, or the character of your political personnel, but it seems to me that anyone who is "anti-vaccine" would never have progressed in their careers anywhere near a place from which they might be appointed to these high offices. Some might have kept their opinions to themselves. I suspect that your President has a good idea who is on our side and who isn't, but if he acts before the time is right he could scupper the whole thing. Bob is right. This is the ultimate Battle against Evil, it doesn't get any worse than this, and I don't think we should allow ourselves to be divided when so much is at stake.

Excellent, Ginger. Thank you for all you do and have done for so many years.

Bob, I agree 100%.

@Bob - I guess I don't get it.

You're right that Trump has faced resistance. But, Trump, for the last two years at least controlled the House, the Senate, and the Supreme Court. Congress confirmed almost everyone he nominated to head government agencies. I do think heads of agencies have some power; otherwise, why would there be such protests over who is confirmed? The head of the agency sets the tone and policies for the agency. So who exactly is the deep state? Are you saying Republicans don't have any power - even when they control all three branches of government and there are Trump appointees in place at each major federal agency? You asked who would subject themselves to work in the administration - well, it looks like plenty of people do.

Anyway, all that being said, Trump has a direct line to the American people. He can and regularly does leapfrog over media, government, etc. He doesn't care about criticism or protest. He tweets, he holds rallies. Seems he could put the vaccine issue front and center if he wanted to. Do you have a sense of why he hasn't used his bully pulpit for this issue? Seems the next generation would need to be healthy in order to Make America Great Again.

I'm not meaning to be divisive here. But I honestly don't see what he's doing that's helpful.

Shelley Tzorfas

The CDC now admits that 1 in 5 children have a Mental Disorder that includes Autism, ADHD, Behavioral disorders , and OCD. It used to matter to many parents that the HHS or any branch of the government would admit that vaccines Cause Brain Encephalitis commonly pinned as Autism. We are moving so far beyond just Autism which, indeed, is heartbreaking and taxing to our system into the realms of the highest childhood Cancer rates imaginable. Some of us already know that Leukemia Cells are found in the cow bovine serum that is used in vaccines but the companies say that it is too small an amount to be (Economically ) removed so now, instead, there is a child Cancer ward in nearly every hospital, community, city and state throughout America. Children's Hospitals are also becoming a frightening place for a family as the staff have become adept at calling Child Protective agencies if parents refuse to shoot their children with Aluminum, Thimerosal/mercury Cancer promoting Formaldehyde, dangerous peanut oils and other Toxic Chemicals.
Too bad the departments affiliated with HHS, Hospitals, Pediatrician's Office, University Research Centers, Rehabilitation Centers, Pharmaceutical Labs, school Child Study Teams, The various DSM's, the News, and companies that establish walks to donate money, have Lost their ability to see and observe the calamity that has fallen upon nearly all of our children in the name of health.

R's dad

Great work, Ginger; many thanks.

Terrific work, Ginger. Please also call out the serious DOJ corruption which contributes to this unacceptable situation.

bob moffit

@ Aimee .. with all due respect …

I say "he continues the best he can" because I believe that is exactly what he has been doing .. considering .. as a senior citizen I have NEVER witnessed in my entire lifetime .. the determined RESISTANCE effort he has faced even before his inauguration .. from his political opponents as well as his own "NEVER TRUMP REPUBLICANS" .. to the career entrenched DEEP STATE OPERATIVES throughout our federal bureaucracies.

Perhaps you know more than I do .. but .. to me .. it seems to not matter WHO our President nominates .. for whatever position … the DEEP STATE INSTANTLY MOBILIZES TO REJECT HIS NOMINEE .. and I suspect that same RESISTANCE would be even more fierce if someone .. such as .. Robert F Kennedy .. were nominated as HHS Secretary .. let alone to chair a Committee investigating vaccines.

Indeed .. why would ANYONE .. (Kavanaugh?) … willingly subject himself, his family, his career and his reputation to serve in Trump's administration? So, if YOU know of such a courageous .. well qualified candidate … please let me and our President know who that might be?

In any event, I agree with Ginger .. who stated in her remarks to HHS Alex Azar … "Further, we all know that the ship of state is difficult to turn, and a program this vast will not change with ease, but it has to be done. Fortunately we have a President who understands that there is a problem to be addressed and made that clear in his campaign. So I hope that you will begin to focus there now."

I hope Ginger has 'cc'd' a copy of her comments to HHS Azar to President Trump .. as .. he too should be made aware of Ginger's concerns .. and … whether you agree or not .. in my humble opinion … our President is the only hope we have going forward.

You are right of course.
My interpretation of what is going on is there is a major "full on" war occurring preventing him from moving forward on the issue. We always knew Pharma Harma wasn't going to accept defeat easily.
This war isn't about Trump, or Hillary or Reps or Dems. It isn't about Andrew Wakefield either.
This is bigger than all of those. We have to continue to hope DT tries to reform this broken system.
But if he doesn't we have to look to the next politicians who will accept that this vaccination holocaust has to end.

In the last 11 years we have seen some marvellous progress (Italy, Poland)
And some huge set backs (California, Australia, France).

The is the biggest crime story in all history and bringing it to an end is all our responsibility.
I am convinced victory is close, It just has to be.

@Bob -

Just curious - it's been two years, and I can't see that Trump has done ANYTHING on the vaccine issue. What do you mean when you say "while he continues the best he can"? All of his appointees to key agencies HHS (Tom Price, Alex Azar), FDA (Scott Gottlieb), CDC (Brenda Fitzgerald, Robert Redfield) have been pro-vax. Perhaps I'm missing something, but I would think that appointing people to key agencies would be a good way to start to turn the ship of state. If he really cared, why would he appoint people who either maintain the status quo or make it worse?

Also, it's been two years, and he hasn't created the committee he promised to study vaccine safety and efficacy. How many children have been diagnosed with autism in that time? And when was the last time Trump actually said something about this issue?

The lie "vaccines are safe" is pretty much the same thing as saying "pills are safe."

I don't know when everyone lost their critical thinking skills and started believing that vaccines are like holy water and not to ever be criticized or even questioned.

People don't seem to realize that the same modus operandi was used BY THE SAME INDUSTRY to fool people into thinking opioids were safe.

"Sure, they lied, and paid doctors to spread the lie about opioids, but they would NEVER do that about vaccines, would they?"

I’m not saying that causation should equal correlation, I’m just saying it should consider reality.

bob moffit

Excellent work Ginger .. placing the personal responsibility and accountability where it rightfully belongs .. present Secretary of Health and Human Services .. Alex Azar .. to FINALLY begin critical efforts to once and for all time determine if VACCINES ARE INDEED A CAUSE OF AUTISM .. thereby reconciling the varying disagreements between public health agencies directly under Sec Azar's control.

Ginger writes: "Further, we all know that the ship of state is difficult to turn, and a program this vast will not change with ease, but it has to be done. Fortunately we have a President who understands that there is a problem to be addressed and made that clear in his campaign. So I hope that you will begin to focus there now."

As an early supporter of President Trump .. I have patiently waited while he continues the best he can to fulfill his "promises made, promises kept" administration on a whole host of issues .. but .. with the recent mid-term election over .. I agree with Ginger .. "a (vaccine) program this vast will not change with ease, but it HAS TO BE DONE" .. and I will add .. NOW IS THE TIME TO DO IT.

And so .. I will be eagerly waiting to see if President Trump acts quickly upon his original intent to create a Committee to study vaccine safety and efficiency .. which should include a complete examination of vaccines and the policies by which they are approved, recommended, administered and monitored .. such a committee is long overdue .. as evidenced by Ginger's excellent address of the issue to President Trump's APPOINTED SEC OF HEALTH AND HUMAN SERVICES .. MR. AZAR.

I can't think of another issue that will MAKE AMERICA GREAT AGAIN.
