Do they have an annual strategic plan that they want to update at this point, but are unprepared to do so, or are they just meeting to plan an updating strategy prior to having any such plans in the first place?
The word annual is the most concerning. How many years do they think they will be delaying and denying like this?

I think it is premature for them to have a "Planning the Annual Strategic Plan Updating Process" meeting. Surely they should FIRST have a "Planning Strategies for Planning the Annual Strategic Plan Updating Process" meeting. Or maybe before that that they need to meet to discuss "Planning Agenda Items for Planning the Annual Strategic Plan Updating Process" meeting.
Then they can all go home early again.
